Shopee Seller Fees and Taxes Philippines 2026: Commission, VAT, Withholding Tax and Net Payout

A Shopee seller's payout is not simply the selling price minus commission. Depending on the order and seller account, Shopee may deduct a Transaction Fee, Order Processing Fee, category-based Commission Fee, Seller Growth Support Fee, shipping or program fees, and applicable withholding tax before releasing the balance.

These deductions do not all mean the same thing. Platform fees pay for marketplace services, VAT may already be included in those fees, and withholding tax is an advance income tax payment credited to the seller. Understanding the difference is essential for pricing products, checking settlements and keeping accurate BIR records.

 

1. What Fees Does Shopee Deduct From Philippine Sellers?

Shopee's current Philippine terms list several possible deductions from a successful transaction. The exact total can vary by product category, seller type, enrolled programs, buyer payment method and applicable waivers.

The Commission Fee and Seller Growth Support Fee are calculated using the Gross Settlement Price, which Shopee defines as the final product price after seller-sponsored shop discounts or vouchers. Platform-funded rebates, vouchers and Shopee Coins do not reduce that amount. Sellers should check the latest category rate in Seller Center instead of assuming that one commission percentage applies to every product.

2. Platform Fees, VAT and Withholding Tax Are Different

Platform fees are charges for Shopee's marketplace, payment, order processing or seller programs. They reduce the amount paid out to the seller and should be included when calculating product margin.

VAT on platform fees is already included where Shopee describes a fee as “VAT inclusive.” This does not mean Shopee will necessarily add another 12% charge on top of the displayed fee. VAT-registered businesses should retain the platform's valid invoice and consult their accountant on the appropriate input VAT treatment.

Marketplace withholding tax is not another Shopee commission. Under BIR Revenue Regulations No. 16-2023, e-marketplace operators generally withhold 1% from one-half of the defined gross remittances paid to covered local sellers. This produces an effective rate of 0.5% of the applicable tax base.

The withholding requirement does not apply in certain cases, including when annual gross remittances in the previous year did not exceed ₱500,000, when cumulative remittances in the current year have not yet exceeded ₱500,000, or when valid proof of a tax exemption or lower rate has been submitted. Because “gross remittance” has specific exclusions under the regulation, sellers should not calculate the tax by automatically multiplying every buyer payment by 0.5%.


The amount withheld is a creditable income tax payment made in advance, not a replacement for filing tax returns. Shopee states that it will provide a Certificate of Creditable Tax Withheld at Source, or BIR Form No. 2307, where applicable.

3. How to Estimate a Shopee Net Payout

Consider a simplified ₱1,000 order with an illustrative 9% commission rate and 5% Seller Growth Support Rate. Assume that the order is not covered by the monthly processing-fee waiver and that the seller is subject to withholding tax.

This example is for explanation only. Actual fee bases, category rates, rounding rules, waivers, shipping charges, vouchers, refunds and withholding-tax calculations may produce a different settlement. It also excludes product cost, packaging, advertising and labor, so the estimated payout is not the same as net profit.

4. What Records Should Shopee Sellers Keep?

Sellers need enough documentation to reconcile the buyer-facing sale with the amount received from Shopee. Important records include:

  • Sales Invoices issued to buyers;
  • Shopee settlement and transaction reports;
  • Platform invoices covering commission and other service fees;
  • BIR Form No. 2307 for creditable withholding tax;
  • Refund, return, voucher and adjustment records; and
  • Product cost, inventory and shipping records.

The seller's Sales Invoice and Shopee's platform-fee invoice document two different transactions. Shopee invoices the seller for marketplace services, while the seller invoices the buyer for the product sale. 5. Track Shopee Fees, Taxes and Actual Profit with BigSeller
